Does the refresh rate on LCD monitors matter for the eye strain ?
Like, is there a difference in having 60Mhz and 85Mhz refresh rates ?

My eyes hurt and I need a settings that will be the easiest for the eyes.
 
I don't think it does, like it did for CRT's. (LCDs have no visible flicker)
Don't take my word for it, I'm not an expert. But I think the refresh rate only mattered for CRT's, in the case of eyestrain/flicker.
