does most laptop VGA output support TV out function?

I never have any1 ask this before: this guy has a laptop. He wants the VGA output of the laptop to go in a composite TV selector that has 4 input, and it outputs to an old TV.

It's a gateway laptop, about 1 yr. old. The above link says:

This item is a VGA VIDEO Card to S. Video or Composite TV Adapter Cable.
Use it to connect the video card on your computer to a TV input. Your video card MUST be able to support s-Video or Composite out through it's VGA port. This is known as a TV out function. If you don't know if your video card can do this, then call the card manufacturer and ask them "Does my video card support S-Video or Composite Video out through its VGA port?" is mono just being careful? Or does most laptop video card support this TV out function?
 
I don't think most video cards support this. Its been a while since I had to look into it but if you look around for cables you will see that they all have awful ratings for this reason. Something worth noting is that composite supports a max res of I think 640x480 which modern OSs are pretty much unusable at.

If he could hook up component it would be fine since it just splits up the RGB VGA signal.
 
I don't even know why he wants his laptop to send a signal to a TV selector (S-video and RAdio shack red/white plug). I assume it's for a game.

But that Gateway laptop has HDMI and VGA output. What else can you do? I suppose if it works on 640x480 it's okay, as the output is an old Sanyo CRT TV
