It seems like they stopped doing it a few months ago according to this page...

http://www.evga.com/support/stepup/

Is it true?

If so, do any other companies do something else like step up? I'm wondering because I will be getting a new GPU in july and I've heard rumblings of the nvidia 6 series launching later this year...

I don't think you are reading the writing correctly.

EVGA said:
Current cutoff for products purchased is 12/08/2010 in order to submit a request today. Products purchased on or after this date may be eligible for the Step-Up program.

That means you can only get step ups for products purchased on or after December 8th, 2010. You can't do step-up for anything older. This makes sense because step-up is only for newer products as older products bring much diminished values for EVGA to take back for warranty/reselling purposes.

Exactly. If you buy a new card on July 1st. You'll have until September 28th to do a Step-Up on that card.
