Does ddr4 ram speed matter with the latest and greatest processors ?

Like 2300 mhz ram compared to 3300 mhz ram or greater ?
Depends what you're doing. Gaming, it makes a difference. Some productivity software benefits from it as well. In most cases it really is diminishing returns but I would avoid picking the slowest Ram available if you are building a gaming machine. When it gets long in the tooth those last few bonus fps might be the difference between playable and smash your keyboard bad.
 
Just running XMP there is demenishing returns beyond 3600 but up untill then you may see ~10% increase to CPU performance for sensitive tasks.
If you tweak sub timings and maybe OC into the 4000+ range then you may see another 15% increase to CPU performance in sensitive programs.
Any program that is easily predicted and fits in the CPU cache will see next to no performance difference.
 
Memory type alone this can not offer clues of which one type this is a better performer.
Older P45 chip this has DDR3 128bit memory controller, newer chip-set they have 256bit DDR3 of memory controller.
Long story in short, you have to mention which motherboard you are using.
Is this capable to handle INTEL CPU with two threads per core?
