Does ATI have this problem in windows 7?

I could be totally wrong but I am guessing you video card might have gotten stuck in 2d clock speeds and windows thought the video card stopped working so it restart the drivers.
 
That is a very generic Windows error that can be caused by dozens of things, ranging from a bad driver install or bad OS install, to a bad/dying video card, to even something unrelated to the video card like an unstable CPU or RAM OC, or just bad RAM.

It isn't specific to ATI or Nvidia - they both get it if something isn't stable. The trick is to find out what isn't stable and to fix it.

Yeah im pretty sure that's it
 
I can't even remember the last time I saw that error and I definitely can't remember if I had an nvidia or ATI card when it happened.
 
My nVidia based laptop does this occassionally, my ATI desktop does not
