Does ATI Catalyst Control Center affect performance?

Does turning on ATI Catalyst Control Center actually affect performance in game? Because if doesn't then it's just a hindrance to me... those three instances of CLI.exe are really eating my ram (not that they're system hogs or anything but I get pretty punctilious about running unnecessary things in the background) ... So is it safe to turn it off?

it is WAY safe to turn it off, that stuff not only eats up your RAM, it slows down startup of windows and that for me could get pretty annoying, it has some nice features, but i can leave without them.
