does it?

i decided to lower my fan speed to see what happened.. all of my temps went up.. so i put the fan speed back up to where it was before.. but now my cpu temp is a few degrees higher than it was a few days ago with the same settings.. and now.. this is tottaly different, but when i first got this thing. probably 8 months ago now.. the cpu was running quite a bit cooler.. and it was clocked a hell of a lot higher.. i was doing things like. 39-41c @ 1.85v and 2.4ghz.. but it has been at 1.47v and 2ghz for a few months now.. and the cpu is more like 43-46c... does artic silver, wear out? lose its thermal abilities? need to be re applied periodically? or did adding more stuff just casue my computer to heat up that much more, and now it is blowing air through the radiator thing ("ICE" heatsink) that is 3 or 4 degrees hotter than before.. and making the cpu hotter?

so there is my simple question made more complex..

well since your running a shuttle then adding more things could definitley raise your temps a bit. seeing as its already cramped in there as it is.
