Does anyone know what this is?

Didn't know where to post it but I guess it falls under power as it looks like some sort of UPS.
Things I know about this are:
Input 90-240 V 50-60hz 1.0A Output 48V 15 W

You are correct. It's some sort of UPS.

Antec, for a while, had ups' made by apc.

- Since I don't see a grounding plug there on the end, I'm guessing it's for non grounded items, especially since it only outputs 15Watts, 48V. -- Possibly for some sort of appliance?

That's what made me wonder too - what uses 48V at 15W? (DC I presume)
I can't think of anything unless it's some sort of proprietary backup/charger for something.
