I saw this in (semi ashamed to say this) maximum PC June 2010, although the issue was great for them... I remembered the HP Blackbird having similar design in it's case, but still can seem to match up an image.

Yeah I think the second loop cools the video cards plus maybe the northbridge or something. It's a very interesting computer I thought, just too expensive.
