Does a UPS network protection slowdown your connection?

I just bought a Belkin 1500VA UPS for a steal price of 50 dollars ^^. But when I do the network cable protection stuff, it seems to significantly slow down my browsers speed of loading web pages. Is this possible or am I imagining things?
 
It's theoretically possible, but I would not expect it to be the case. Try doing a trace route (start -> run -> cmd -> tracert www.somewebsite.com) and see where the slow down is occurring. If it's at the very first hop, then there's a chance it is the UPS.
