Does 2nd card slow down the first on pci-e?

If I add a low-power PCI-e card for driving additional monitors in 2D, will this slow down my primary 3D adapter during 3D? Do they have to statically split the PCIe lanes? I'm not even sure what I'm talking about here, just fuzzy recollection of something I may have read previously.

edit: Nevermind, I think I got this figured out. One has to peruse the motherboard documentation to see the lane allocation per physical connector. Phew!

The mobo your trying to use for this is the Asus P6T Deluxe yes ?
 
The P6T Deluxe has two full x16 slots, with this board a second card will not slow down the card in the first slot.
But even IF you would cut the bandwidth in half you most likely would not notice any difference.
 
Your northbridge might not have enough lanes. The 8x / 8x ou are getting is also the only way the new P67 chipset works, ITs probably the same wi th your comp.
 
I thought that my GTX 260 was "chewing power" because I'm running 1920x1200 and 2560x1600 on the other LCD. But I did some measurements, and it's only 12 watts more than a single screen. Someone claimed much higher numbers. So there's no need for a super low wattage card at idle. But it's true, 32 -> 44 watts idle with two mismatched screens.

Anyways, right, P6T Deluxe -- I'm pretty sure the board I have is 16x for slot 1 and 2 each, and 8x for the third slot, which would probably drop one of the other slots to 8x if used, since it has 40 lanes total.
 
GTX260s don't idle at low speeds like the current cards do.
When it's idling with one screen it's probably still using 50 watts, when you add two it'll go up to say 62.
Modern cards idle at quite low percentages of their maximum output, the GTX480 idles around 45W out of the maximum 300, and the HD6970 idles at 20W out of the maximum 220.
Add a second monitor and the 480 goes up to about 95-110W, and the 6970 goes up to about 60-65W.
 
8x lanes is fine in any case .16x doesn't really do anything more then 8x last i looked at benchmarks just like 4x vs 8x agp back in the day didn't really do much. :p
