Do those Fan Vibration Dampeners really work?

Vibrations cause the noise. So, if you lower the vibration, you will lower the noise. So, either way, they lower the noise.

big, heavy, 120 mm fans benifit more from them than small fans.
however, if your case is made out of thick and sturdy material, then the dampers shouldn't make too big a difference as long as you firmly and tightly attach the fans.
but, then again, pre-made deadeners are cheap, and automotive gasket making material is even cheaper. why not try getting as sheet of automotive gasket material, making your own, and doing your own little writeup?
i found that they did not make any noticeably difference with my normal case fans, a very slight difference with my 120 mm fans on my rad, and a devent difference silencing the metal-to metal contact where my rad mounts to my case.

Most of the noise from fans comes from air turbulance. However, that by itself is quite tolerable and 'easy' to cope with. The 'bad' noise tends to come from air resonance. This is where the air is force through irregular passages (crappy fan grills, constricted PSU internals etc) and this causes an infinitely varying and ultimately annoying noise.
As for vibration, like the other poster rightly said, this tends to only happen with large (and especially ball bearing) fans. It's not especially annoying unless it's rattling something in your case or whatever.
But yeah, don't pay money to solve this problem. Get some foam or whatever and botch it together. Easier and cheaper.
