i am looking for a board with 1 giga bit lan, 1 pci (2 would be best) for a raid card, and 4 exteral usb ports with 2 to 4 usb headers.

I have never seen a 2 pci slot mini-itx board. You'll probably have to end up using a riser board like this:

FlexATX is actually pretty easy, if slots are all you care about. GB Lan and 4x USB is harder though.

Also, we don't know if he needs mini-ITX specifically.

Also, what kind of CPU are you looking for? If you've got a 478 P4/Cel lying around, Tyan made a board that has 100% of what you listed.
