Do the LGA775 processors have oc caps?

I read in CustomPC magazine in the UK here that the new processors have 12% oc caps on them, but I haven't heard it anywhere else and they do seem to not like the processors at all, describing them as solar flare producing and generally crap, so I was wondering is this really true? If it is then no more intel for me

Its the chipset that has the 12% oc cap. Some mobo manufacturers have gotten around this tho.
