I've been looking around to find a new power supply (especially the CX430 now that it's on sale for $17). But now I'm starting to wonder if I even need to upgrade. My system is as follows:
Phenom II X3 710
Gigabyte MA780G-UD3H
3GB DDR2 (2x1 GB and 2x512 MB)
320 GB Maxtor IDE drive
1TB Samsung EcoGreen drive
AMD Radeon 5770

All of this is currently powered by an Antec EA380 (not the D version). I plan on adding an SSD and swapping out the IDE drive for another 1TB drive. Do I need to upgrade my PSU? If I do, would the CX430 be enough/be a good deal at 17 dollars?

I wouldn't say you need an upgrade, but the CX430 is definitely a good deal for $17.
