I have the following configuration:
ASUS P5N-E SLI LGA 775 NVIDIA nForce 650i SLI
Intel Core 2 Duo E6600 Conroe 2.4GHz 4M shared L2 Cache
EVGA 256-P2-N516-RX GeForce 7800GT 256MB 256-bit GDDR3 PCI Express x16 SLI
Crucial Ballistix 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 800
Western Digital Caviar SE16 WD2500KS 250GB 7200 RPM 16MB Cache SATA 3.0Gb/s
SAMSUNG Black 2MB Cache SATA DVD Burner With LightScribe Technology

I currently have a Sunbeam power supply. With the following output: +3.3V@30A,+5V@36A,+12V@25A,-12V@0.8A,+5VSB@2.0A

Here is the link for my current power supply. http://www.newegg.com/product/product.asp?item=N82E16817709011

My friend recommends that I get a beefier power supply that is reliable and stable. I am looking for a power supply for under ~$60. Currently, I am looking at getting this power supply: http://www.newegg.com/product/product.asp?item=N82E16817189013

Can anyone recommend me if I do need a better power supply and if so which one?

I highly suggest getting a better psu.

That one in the link is good, also consider the Corsair VX 450.

I concur with BBQ, that Stablepower is a pretty decent PSU. Though if you can up your budget a bit more, like BBQ, I recommend getting the VX450 as well:
Corsair VX450 450W PSU - $76

But that Corsair VX 450 only has one rail. I hear that getting 2 +12 rails will be more stable than a single +12 rail. Also I had a concern about the wattage power. Wattage of only 460 watts has me concerned. I think that I need at least 500 watts. What do you guys think?

pay no attention, ever, to the wattage rating of a PSU. A solid 380W PSU (looking at the seasonic 380HB) can easily pump more out more juice, in a much more usable form, than a generic (ex sunbeam) 500W (36A on the 5V eh? Some go as high as 50A because they know no one will ever test it).

And, the power supplies that claim to have split rails often run the 12V signal through the primary and seconday before they "split" onto the seperate rails, meaning there is very little difference between a system with one big rail and one with one two or three rails.

A solid 450W or even 400W will do you just fine. The corsair is a good unit. The seasonic S12s are also recomendable, a PC P&C 470W silencer would do you just fine also.

But what I really recomend is this superb cheap-o unit, The Silverstone 500W Element. (Review).
edit: aww, its $90 now! used to be $70 :(

Actually there is another school of thought that says that one +12V rail is better than two +12V rails. Frankly I say you can't go wrong with either.

And remember that wattage doesn't mean as much these days. What matters most is where those watts are being delivered. For current rigs, it's all about how much amps are on the +12V rail since most PC parts draw their power from there.

Also, the Corsair 450W offers 33A on the +12V rail, more than what some 500W PSUs offer. Also, the 460W Stablepower offers 27A on the +12V rail while the Sunbeam PSU you have only has 25A on the +12V rail. So basically, the Stablepower 460W or Corsair 450VX offer more power for your parts than that Sunbeam 580W PSU you have.

BBQ and I have already rated it remember? It's a good PSU.
