do i have a smart fan?

i was wondering if i have a fan that can alter its RPMs depending on the tempeture in the case. My fan has a small green chip in it and it has two rigid metal wires that connect to somthing that has a similar shape and size of a LED light (no its not a led light cuz it dosent light up). its located just outside of the center of the fan so air passes directly by it ( is it the temperature sensor?).
 
Who makes the fan? Usually that thing that's sticking out is a temp sensor.... I know that it is on the Vantec fans, but you might want to check by plugging the product number in on the net and seeing if you can find your fan there.
