Do I have a shoddy chip?

I bought a Venice 3200 because I had heard they were monster overclockers. (Reviewers claiming 2.8 from 2.0 stock with stock cooling and voltage)
The most I can get is 2.6 out of my chip, and that's with watercooling and voltage rasied to 1.55 (which is the most my board will allow.) I've tried memory dividers, lower HTT multiplier, magic dust, everything...

What's the worst overclock someone's gotten with this chip?

Thats better than the norm, those usually top out around 2.5ghz or so, I had two of them awhile back one would hit 2.5 the other wouldnt do past 2.4 stable no matter what voltage you threw at it (whats stupid is it would do 2.4 with 1.35v). Your hittin that cpu's threshold.

If it makes you feel any better, I have a 3500+ that won't go stable much past 2.5. :(

It's only 200 MHz, bro. You have a 30% overclock, and you're gonna get frustrated and throw away 30% because you can't get 40%? That seems like some unusual logic to me.

QFT ... sometimes you have to look at the percentages instead of raw mhz .. a 30%OC is not bad at all .. i mean a FX55 comes stock at 2.6 for cryin out loud ..

if you want a monster overclocker buy one that's proven .. i guy has an opty 144 fs right now in fs threads for 200 that does 3ghz on air w/ stock volts prime stable.. sure you can get a 144 for about 125 but 3ghz garunteed is worth 200 to some peeps .. especially since an fx58 comes stock at 2.8 and will cost you how many hundreds again? .. i don't know but it's lots.. ;)

When overclocking, I treasure each and every megahert that comes with it. Each step up in speed is a free boost in performance especially since no overclock is ever guaranteed. If a 3.0 GHz P4 can "only" do 3.1, does that mean its a dud? No way! You just got an extra 100 MHz for $0. Who can complain about that?

Bah, hitting 3.0 ghz wasn't really motivated by a desire for superior performance. I don't really do anything processor-intensive, especially with the graphics card out of comission for gaming. I just wanted to be able to put that number in my sig.

P.S. Can anybody explain what's going on with my card? I put elmer's glue on one of the memory chips at one point (don't ask.) Ever since then, it's fine for windows work, slightly artifacty while watching videos, and super-artifacty while playing games.

It's likely that Elmer's glue is a pretty good insulator and is holding all the heat that the memory chip is producing even better than air would. Scrape or dissolve all of the glue. Be really careful not to scrape too hard or you'll have a completely non-functional card. You could also underclock the ram which will reduce heat, but also performance.
