Do I have a dead PSU?

My desktop wouldn't boot up the other day. I initially thought it was the motherboard, so I went and bought another one. I installed the new board today, and no luck. Nothing boots up, no fans, no nothing. The Abit IP35-E has an onboard power LED, but that doesn't light up when I have everything plugged in. However, the curious thing is that when I short the green and black pins on the main board power cable, one single fan would start (even though there are a few other fans connected to that fan cable). So, is it possible that the PSU is still alive, but not alive enough to power up the whole board?

Is is also possible that my CPU is fried? How can I test for this?
 
If the flea LED on the MB isn't working, you most definately have a bad PSU. Especially since you swapped the MB. Just make sure you don't have anything plugged in that doesn't need to be in there. So pull any extra cards, cables, and remove power from any devices that don't need it (ie. HD, CD-ROm, etc. )

If you still can't get that flea LED to come on, go grab a new PSU.

I unplugged everything except the MB power cable. Still, the onboard LED doesn't come on. So, this thing is kaput, eh? Oh well, back to Antec it goes. BTW, does anyone know what the turnaround time is for a warranty replacement? Should I just go ahead and buy a new PSU?
 
Yep, I would actually just go buy another one while waiting for the RMA for your current PSU. Then just keep it around as a spare or for a future 2nd system.
