Do fans on a video card throttle down when drawing 2D?

With the newer cards, not only do the fans throttle down but so do the video card's clocks and power consumption.Specifically the 5870.

Unless you specifically set the fan speed in CCC, yes the fan increases speed with temperature and will decrease when the temperature / load is low.

So far it seems like the 5870 has the intelligence to downclock while playing video whereas nvidia cards are running at full 3d clocks, even though clearly they are doing zero acceleration.
honestly no offense but little google would have done the trick, and it is common sense for a card maker to not have a jet engine on while the card isn't even rendering. do we really have to make a thread about everything, no offense to the OP, if I was the mod, I would answer the question yes and close the thread, lol.
