DIY PWM to DC controller?

My SFF watercooled secondary rig has two fan outputs on the motherboard, and I have two things I want to control: the rad fan and the pump. This is good.

The pump is 2-wire, DC only, and the fan is 3-wire, DC only. The MB headers are not capable of voltage control; they are PWM only. This is bad.

The fan is a pretty easy fix: get a PWM fan. Though I don't want to.

Has anyone ever seen a single-channel PWM to DC control converter, or plans for making one yourself? My general idea is that 0% PWM = 5VDC output, and 100% PWM = 12VDC output.

The Phanteks PWM fan hub is a PWM controlled variable voltage fan hub rated 30 watts. It works best at 6-12 watts.

What pump is it? Some are not supposed to be slowed down.

I need to be able to control my fan and pump independently. I actually have one of those hubs, but it controls all attached DC fans according to one PWM signal.

The pump is an XSPC ion.

I know a guy in UK that used to make PWM to variable voltage adapters, but don't think he's still doing them. Is XSPC Ion variable voltage?

It's a DC motor. I don't see why it wouldn't be. I'm actually already running it at low voltage via a box with a potentiometer in it, and there have been no issues, but I'd like to be able to control it via the mobo header.
