Everytime I turn on my PC, the screen is off center and not sized correctly, But if I let my screensaver come on, then move the mouse, it sets itself correctly.....WTF is this all about...anybody?

Hardware and driver info please. Also note the refresh rates prior to, during, and after the screensaver is active. Maybe we can piece together a fix, but so far it looks like the little dwarves that power the monitor don't like you.

Many monitors have a "save feature" which will let you save the size and offset settings for a particular res/refresh. If you have one of those, try it,
 
Well, I am not sure of the Exact make of my monitor, But it is A dell monitor, Flatscreen CRT, 19"....My Video Card is a geforce 6800 GT oc, and im using the latest Drivers 6.83 ( I think, i updated them Thurs) The refresh Rate for my Monitor is 60 HZ, BUt i am pretty sure it can be bumped up as high as 85, I am not sure how too do this except in the Nvidia Display options, which resets evertime I start my comp...:-(

You can set the refresh through display properties, goto the settings tab then click advanced. After that goto the monitor tab and you can adjust the refresh rates from there.
