Display Problem with 9600XT (lines and pattern on the screen)

We bought a used 9600XT and the display has these funky patterns and lines in the screen.
Could this be what happens if a card is overclocked too much?
We tested the card in 2 machines and both had the same problem.
POST and BIOS screens look fine, but once it gets to 800x600 or higher the screen gets screwed up.
I'll put the card back into the machine and take a picture so you can see what I am saying.

Try the artifacts test in ATITool. If underclocking enough eliminates the artifacts then they probably overclocked too much and burned it up.
 
I had a 9600xt and i got it up to 587/314 without too many artifacts, Just a simple pinkish or green glow in CS:S everyonce ina while

ATI tray is one of the best for OCing a 9600xt. I suggest leaving it on the max gpu setting for liek 20 min and then do the max mem for liek 10 min directly after and then do max mem for another at least 30min. That will give you liek the best OC.
