This is an Asus VW266H. Few years old now. Hooked up through DMI to Nvidia Titan. It only happens when it has been turned off physically(computer still on) for a few hours.

My power settings are set to always on and nothing goes to sleep. I still turn off the monitor when I leave. Here is the video of what happens.

For those who can't watch the video, or don't want to. It basically turns on to about 20 seconds of black screen. Then my desktop will slowly start to fade in with wiggly fuzzy, and audible whispering sounds, until finally stopping as normal.

30% of the time after turning the monitor on in this fashion 'bleeding' will remain on the screen. And i can see images 'burned' into the screen. For example, if i open firefox and then open a tab, the previous screen is still faintly visible. A computer reboot fixes this problem 100%.
