Hey, so heres the issue,

Whenever I play a video game, after about 15 minutes it freezes up and I get bluescreened, and it said that a crucial thread in windows had stopped and memory is dumping and blah blah blah. My hard drive just started doing this and now it won't even start windows. It just says disk read error before the windows loading screen even comes up.

I was thinking of booting from the windows cd and doing a repair, and if that didn't work I would reformat. Does this sound like the right thing to do?

If you need to get some important files off of the failing drive, then buy a new HDD to replace this failing one and install Windows on it, then try to copy data off of it using software like GetDataBack if you have to.
