I found a guide on how to use it that says to use the command dnscmd however that doesn't work. Can anyone tell me how to disable recursive lookups on my win2k server?

Win2k issues iterative lookups to DNS servers, which issue recursive lookups.

DNSCMD is for server operating systems with the support tools installed.

Only other thing I can think of is nslookup ... which can be set.

goto the dns mmc snap-in. right click the dns server and goto properties. check the tabs i think its under forwarders.

I am using Windows 2000 Server, and I did find it, dunno why I didn't before because I was staring right at it  It is under DNS properties on the advanced tab and check disable recursion.

oops...for some reason i thought it said you were using win2k workstation
