Disable tooltips in Win 7?

I have googled and binged my tail off for two days now, and I cannot find a solution that works to disable all tooltips and balloons in Win 7.

I have tried all the reg hacks and crap that comes up on the search engines, and they do nothing.

I believe that they were or are, causing my machine to lock up randomly. As whenever it locks up, there is a partially faded tooltip stuck every time. I have found the setting to disable the fading or sliding, and have not had a lock since (knock on wood), but I realized I would really just like to get rid of them all together.

Any ideas OS gurus?
 
Tried all those.

No lock up since disabling the tooltip animation.
