Disable Taskbar Tooltips?

Good Very Hello!

I am trying to find out how to disable the tooltips that appear on the taskbar and the start menu button. I have been successful in finding a registry tweak that disables them throughout the rest of the system but they still persisit on the taskbar where the quicklaunch, start menu button and system tray icons resides. I am running Vista Home Premium.

I am not trying to disable the balloon tips in system tray but if that is part of the process of overcoming the exisiting problem of the taskbar tooltips, I would be more than happy to give them up also. Any help would be more than greatly appreciated! :)
