The house where I live is an wiring nightmare.

I am thinking I should get something to provide clean power both to the system in my room, and attached devices as well as the cupboard we use for IT (cable model and router).

This is one computer related subject of which I know little to nothing. I suspect something so simple as a surge suppressor is pointless.

Without breaking the bank and costing moneys I dont really have what are some good options? I am thinking various back up power systems, the ones that charge batteries and then power from the batteries would be ideal, completely isolating equipment from the wall power. I dont care if I only get 5-10 minutes of emergency power so long as I am getting clean power.

Any suggestions and ideas?

That's what your looking for. Other then that you could as your power provider for a line reactor for your home to smooth it all out. But don't count on it, but worth a request. I know up here if voltage is out of spec by too much, they are required to fix it. But that's around 127/107VAC
 
If you are renting, then complain to the landlord... living with dirty/spikey power is just asking for all of your electronics to die a very early death.

Not a realistic expectation. I am renting in a private home.
