I'm interested in coding an app to dim parts of the screen (for example, everything but the selected window). I've looked into some Cocoa and Carbon stuff, but I'm wondering what you would consider the best approach -- what language should I consider and what toolkit, or what have you. Should I make a translucent carbon window that's always behind the current window and not selectable?

Anyway, I'm not sure, though I did some reading into cocoa and carbon and have an example of a carbon transparent window. Any help you can give is greatly appreciated, especially if its "you need to read about this" or such.
