Windows 7 supports that on any touchscreen monitor with a stylus input option. For an example, check out the Asus EEE Slate (model EP121) - a tablet PC running Windows 7 which comes with a stylus for text entry.
 
thanks but I need one with highest accuracy and instant digitization with visual feedback, to ensure 100% safe data entry

also for industrial use
