Difference between ULV and desktop i7

What's the difference between a ULV i7 and a desktop i7?

What I think I know about ULV:
Uses premium silicon to achieve lower voltages with tolerable errors
Has much lower TDP
Low TDP means lower clockrates

Dumb questions to be answered:
1. Is the ULV processor physically smaller than a desktop processor? It would be strange to me if it was since smaller means cheaper and faster when it comes to processors and the desktop version should be the same size as well?
2. Is physical cooling limitations of notebooks the only reason why a ULV is capped at a low TDP? If you tore open the notebook and attached some desktop grade fan cooling, and removed any limiters intel put in place, is it really any different than a desktop i7?


Yeah basically just wanted to know how different they are, or how similar they are to be exact. :p
