No they aren't, but they don't have to be.

This is only now relevant because the Original 300 series drivers weren't certified for use with the older 200 series. Therefor, no crossfire between them. This of course lead to all sorts of speculation from the 2 cards weren't compatible to AMD was pulling shenanigans. Reality is now that there is a single unified driver certified for both cards you can crossfire them.
