I am noticing graphical glitches, especially in games like Metro2033. I dont notice it very much in other games but it is really bad in Metro.

It looks like my glitches when I have overclocked too far. So I turned off overdrive completely and I still get the glitches in the game.

Did I permanently mess up my card from overclocking?

Can't see the pics, but have you tried rolling back/reinstalling drivers? Or maybe checking the clocks with another program like that EVGA tuning program?
 
Pics work fine (you click them, then add http:// to the address) This is an imgur issue.

However, I do not see the issue in the attached screenshots.
 
When I had my 7970(s), if I overclocked them too far, they would start to artifact. If I rolled back the overclock and set it back to default clocks, the artifacts would persist. Only a reboot would fix this.

Reduce your OC until it is stable, it may require a few reboots in between.
