Can you go into more detail?

After the Windows loading screen. Are you seeing a blank screen with a cursor and nothing else?
Or are the monitors going into power saving mode?
Or something else?

Had you recently installed or uninstalled the ATI drivers?

With the 4870 X2 you probably don't want to install anything newer than 10.5a. Crossfire is broken on the 4870 X2 with 10.6 and 10.7. :(

It goes into a power saving mode before the Windows splash load screen. It won't even get to windows.

When I was first hunting for a 2nd 4870x2 to go quad crossfire, I bought one off eBay that did almost exactly what you described. It was obvious it was an issue with the card since I could simply swap the cards to make the issue go away. I had to file a paypal claim but ended up getting all my money back. Got another card and it worked fine.

if you see the bios start its not your card , its a system file problem with the driver , do you have a backup image to confirm

I experienced the same issue a couple of times with the Cats 10.5, the only way to fix it was to boot into safe mode and uninstall the videocard from the device manager, you don't need to uninstall the drivers or the ATi software at all. Then booted and voila, it installed the drivers again and worked like a champ. If it doesn't work, the boot in VGA Mode.
