My desktop was plugged in but not turned on and someone else (I live in a boarding house) must have overstrained the circuit because it flipped off. After we flipped the breaker back on now whenever my computer is plugged in the lights on the keyboard keep flashing on and off, and the computer wont boot. Does this mean my psu is fried? Is there anything I can do to possibly fix this, and either way how can I avoid this problem in the future?

Almost sounds like there might have been a surge through ground as tripping a breaker should not hurt anything whatsoever.

Do fans turn on? Anything besides the keyboard lights flashing?

What all have you tried so far?

Left it unplugged for about 20 hrs, then gave it another try and it works must have had some redundant current circuiting around or something. Any idea what caused this problem and if there's a way to avoid it?

Could be a bad connection somewhere.. or something going bad in the power supply or other hardware in the computer itself.

Could be a trasistor stuck in a certain state and it took a while for it to release itself.

Could be one or more bad capacitors.

You could always try reseating all power connections, reseating RAM, reseating the processor, drive connections, etc.
