Desktop lag?graphics?

when i move a window around it seems to me that it is not reponding fast enough. when i move the window fast it gives me like waves of it. i have a nividia gtx 260 and i updated to the latest drivers. what is wrong. heres a pic

Open up your task manager: is the cpu at 100% even at idle? Also open up dxdiag (windows key + r, type in dxdiag) and check the visual tab and see if anything is wrong there. If not then uninstall the drivers and reinstall latest stable.
