desktop buttons and themes

i was wondering what those buttons with icons on the top or bottom are that everyone has on the desktop screen. Also, how do you change the themes? Thanks.

the simplicity of the question makes it hard to definatively answer
there are things that can be done natively in the OS (assume XP) all the way up to replacing the shell (from explorer to a 3rd party shell)
