Sorry if this is in the wrong area. I have this desk and since i've moved it's still disassembled. It's basically all particle board and the top of the desk is painted black. The problem is that if you let ANY water sit on the top for too long it creates a bump or swell in the wood and looks horrible. Is it possible to sand down a particle board desk, then throw a few nice coats of paint then another layer so it's glossy and waterproof? Any suggestions on how I would do this would be great.

The finish on that looks like it is melamine. That will be vicious hard to sand through. I think your best bet would be to sand the surfaces to roughen up the finish (so paint will stick to it), then prime and paint with an oil based paint. Did a quick search and found some basic instructions here. GL
