Dell Vostro 400 PSU problem?

So my brother has a Dell Vostro 400, I wanna say it's at least 6 years old but not more than 8.

He's terrible about noticing issues with his computer until it basically doesn't work. So I have no information leading up to what it does now.

It never sends anything to the monitor screen during this process, and the monitor doesnt seem to detect the signal for any noticeable amount of time.

When it's powered on from a cold start, it will power cycle 3 times with the fans going full bore, and on the third start it will beep once then maintain power but with everything running at low speeds. The hard drive makes noises like it's being read or written to, but otherwise the computer seems unresponsive.

I need to test if the keyboard capslock key does anything when it's in this low power state to see if the computer is functioning or not, but there's a storm going so waiting until after.

I searched on google for anything related to it, it seems to be semi common but there's no one solution fits all to it in the threads...most go unresolved with no solutions or updates.

So assuming the PSU can be replaced, I am right now leaning toward PSU failing to give it enough juice due to partial failure. Just the three startup thing and one short beep, I am unfamiliar with Dells weird behaviors/codes.

So hoping someone is familiar with em to say a PSU is a good hope for fix.

Alrighty, storm passed so was able to do a few more tests and trials.

The video card appears to be a relic from the Nvidia bad solder fiasco causing the issues above.

It had on board video and it worked and booted. So the three boot thing must have been a failed video test and it ended up booting into windows anyway with the short beep. Took card out, booted up. Put card back in, did the three boot crap.

So solved. Hope it helps anyone who searches for this issue in the future.

Dell Vostro 400 3 boot 1 beep no video signal issue was the nvidia card.
