Dell TrueMobile 1150 Problems

I am trying to fix a friend's laptop with a Dell TrueMobile 1150 wireless network card. The wireless internet connection originally worked but recently stopped working. I went over to her place to take a look at it and it sees the access point, says its connected, but it won't get an ip address. I'm unsure if it even requests an ip but it always ends up with the default private ip(169.....). The card diagnostic utility reports that everything is just peachy. The only indication that anything is wrong is that there is a message in the config utility that says "Modem status cannot be displayed." and of course the whole no ip thing.

I downloaded the latest drivers and config utility from dell but when I install them the config utility won't work. It says "The driver has the wrong version! Please reinstall the driver."
I've also read on some websites that there is updated firmware. If you know where I can find it please let me know(I've searched Dell's website to no avail).

Relevent information:
Dell Latitude C400
Dell Truemobile 1150
Windows 2000

If you need any more information just let me know and thanks in advance.

I've found this article with the exact same problem but it looks like he just gave up and bought a new laptop and wireless card. That really isn't an option for my friend.

Check to see if there is any encryption. If there is, and you have an incorrect key in place, it will not send you an IP.

I brought it to my place for the weekend to test it so I have full control of the router(she usually takes it to coffee houses with free wireless connections). I have tried it with encryption and without. It doesn't work either way. I looked at my router logs and it doesn't even seem to request an ip address. I think it may be windows related and not just this card related. I'm going to hook the onboard nic up to my router later and see if it works. I'll let you know. If it doesn't work it's probably time for a reinstall of windows unless there is just some way to reinstall the networking part.
