not sure if its a monitor problem or video card problem.

but here's the problem i run into more frequently then not. it corrects itself when i scroll around, but it comes right back.

Assuming you have an AMD card. Go into Catalyst Control Centre - My Digital Flat-Panels - HDTV Support (Digital Flat-Panel) and move the slider all the way to Overscan 0%.
 
A print screen capture would not show us a monitor's defects...

I would begin by looking into how the software and OS are configured with regards to text. What browser and OS are you using?
