Dell power supply dying?

My dell PSU I think may be dying, it was acting flaky before, and I just took it out, tested it, and it runs 11.83V on the +12V rail (nothing connected, I shorted the PS_ON on the ATX connector), which I thought was strangly low because my Fortron BlueStorm PSU runs at 12.08V when my computer is connected to everything. Maybe the dell PSU is dying?
 
Many PSUs actually put out less than normal voltage without a load on them. For example, one I had by a Dell supplier put out < 11V unless the +5V rail was loaded with at least 2-3 amps.
