Dell Computer Problems - Master File Table?

I just got a call from my parents saying that their computer wasn't working.

I decided to bring my camera and take a few pics of the situation:

I can skip this disc check but windows vista will hand on the "loading" screen. I got to the desktop on one try, but it completely froze.

Not exactly sure where to go from here.
 
If the primary master file table can't be corrected using data from the backup copy, which chkdsk is reporting as the case, your options are limited:

Option 1 (you have good valid backups)
Format
Run a drive surface check, replace the drive if it fails
Reinstall
Recover from backup

Option 2 (you have no backups, install drive from machine in another machine or boot from a boot CD like BartPE or VistaPE)
Copy what files you can to another drive
Format
Run a drive surface check, replace the drive if it fails
Reinstall
Copy what files you were able to save off back to the drive
PUT IN PLACE SOME KIND OF BACKUP AND TEST IT
