Is the Dell 30" S-IPS? I'm plan on purchasing one within the next month but want to make sure it is of the highest quality first.

Which 3007? Thye have another, revised edition with better color range coming in soon. Is this the one you are asking about?

Instead of making a new thread, is their a cheap priced S-IPS 24" monitor around?

I don't know if any are out but an NEC is supposed to be out soon if it isntt yet (I read it would be out for the trade show this week but I didn't hear anything). It won't be cheap I don't think: It's mentioned in this thread (the LG mentioned first was not S-IPS in the end I believe)
