Dell 2407 DVI Noise Issue?

Every time I boot up or restart my computer when my 2407 is connected to my Radeon 9800, I get interference in the screen's image. It looks like a bunch of blue lines that flicker randomly on parts of the screen.

Power cycling the monitor fixes it, but is this normal?
