delaying devices from starting up

sorry for this but i need to know if there is a way to delay a device during boot for like 10 secs max. the problem is with a usb device i thnk that may be the problem. thanx to any that can help. :)
 
ok for my carputer i have a griffin powermate and sometimes it starts up and sometimes it doesnt i have to unplug and replug it back in. i think that it has to do with the device starting up. has the latest drivers btw.

specs are here:epia m1000,256mb ddr,7"lilli,120gb hdd,griffin powermate,fm transmitter,400watt inverter,350psu all under xp media center 2005--
