Dedicated Server Host Recommendation

Background
My team and I are developers who create mods for Freelancer (yes there is still a large active community of Freelancer pilots. ;)). We are currently renting a dedicated server which hosts our multi-player server and our DevTeam SVN. Everything was fine and dandy till 3 days ago. We lost all connection to the server box. We're unable to access it via RDC. I've already submitted 3 support tickets, several emails, and a PM to the our contact at the hosting company. Unfortunately, we've received no reply. :confused: Of course, the bill is paid... Since my players are getting antsy, and I have received dismal support so far, we are now in the process of looking for a new dedicated server host. *sigh*

This is our current setup:
Intel Core2Quad Q9400 (2.66Ghz)
RAM 4gb DDR2
Hard Drive 640gb SATA2
Uplink Port Speed 100mbps
Bandwidth 3000gb

I am currently looking at THIS (USA location) and THIS (European location). We can't quite decide between the two...

Our requirements are:
1) Dedicated Server with complete access to desktop via RDC. (Normal slot servers won't work).
2) 100Mbit connection
3) Good processing speed (we were hitting 30%+ CPU usage with our current setup)
4) Affordable price (~165/mo or less) since the server is paid for via donations from our gaming community.
5) Prefer USA location, but will be willing to go with European location if we get far better bang for the buck.

Does any one have any suggestions?

I'd weigh much of the decision on where the majority of your users are geographically located.

*Edit*
And on a related note.... It looks like at least the U.S. company is actually using "server-grade" hardware, and not cobbling desktop equipment together like your current provider's specs.

I've been with Liquidweb for going on 10 years now. Highly recommended, you may even want to start out with their VPS2 solution before renting a dedicated server. The support is 24/7 US based staffed with folks who know what they are talking about and who won't run you through a script that starts with "Did you restart your machine?".

Thanks for all of the replies folks. We ended up going with the following dedicated server from ServerLoft:

* Intel Xeon X3440 Quad-core Lynnfield 2.53GHz 8MB L3 Cache
* RAM 4gb DDR3
* Hard Drive 500gb(x2) SATA2 RAID 1
* Uplink Port Speed 100mbps
* Bandwidth 5000gb
* Operating System Windows Server 2008

I'm optimistic, the last host had us down for over 80 hours with no response. Some idiot at the hosting company formatted our hold server and they were avoiding us. Too bad we lost significant amount of revision history in on our mod development SVN. :(
