Decommision win2k3 backup DC?

I have an old server from work that was setup as a back AD/DC server that I need to remove that role from. Its been a loooooong time since I played with it, but, the issue I had was it needed to communicate with the primary AD/DC prior to removing the role.

Is there another way to do this w/o it communicating to the other server? I'd like to set this box up as a WSUS box instead.
 
Is the primary DC not online? if its not then check the box that says "this is the last DC for this domain" when doing a dcpromo to demote it
 
What happens when you try to demote, what is the exact error message?
 
It said something about AD and another server in the domain, I don't recall. Basically, this was an old server at work that sat in a closet then one day it was decided it wasn't needed.
