Dead / Stuck Pixels

I read a post on this forum where someone gave a link to a program that helped find dead or stuck pixels. I tried search but i cant seem to find it. Anyone know what i am refering to and able to direct me to the right place?

On a related note i have a 42" 1080p Insignia LCD TV that has a stuck pixel on it, is there anything i can do to unstick it? It looks green or light blue to me.
